I dont think anybody has to be lying. Keiji is a pretty important person at Capcom at this point. He can both want to make Legends 3 and not think its a good financial decision for the company at the same time. I think Keiji is in a position where regardless of whether there would be somebody to tell him No! he has to feel that it would be financially beneficial for Capcom as a company to make the game.
